Re: Kyei-Mensah-Bonsu exposed over Ghc1.7 billion demand claims
In a story reported by Radio Gold with the above caption, the Hon Member of Parliament for Banda, Hon Ahmed, claimed he has exposed the Majority Leader, Hon Osei Kyei-Mensah-Bonsu, on the Ghc1.72 billion budget allocation to Parliament demanded by Speaker Bagbin. In the same article, the Pentecost Elder claimed that it was rather the Majority Leader who demanded Ghc190 million.
One could see the Banda MP clearly is suffering from inexperience. He has therefore mixed Apples with Oranges. He just wants to let his Constituents hear him talking. Unfortunately, this is only something he has no knowledge about.
The reality is that, the Banda MP, Hon Ahmed, was not part of the team that had discussions with the Rt Hon Speaker, Alban Kingsford Sumana Bagbin, in his Holding Office before the Budget Statement was read on the floor. Those present at the meeting were, the Majority Leader, the Deputy Majority Leader, and the Majority Chief Whip from the Majority Caucus, then the Minority Leader, the Deputy Minority Leader and the Minority Chief Whip, were also from the Minority Caucus. The Finance Minister and his three Duties made up the people who met with the Speaker.
It was therefore surprising to hear Hon Ahmed, who doubles as Pentecost Elder, bear false witness to something he was not privy to. I’m sure both Hons Haruna and Muntaka with Quoran in the hands cannot deny Bagbin did make such a demand. I would urge the Banda lawmaker to make a good name for himself both as honourable Member of Parliament and a Christian. For the Good Book says ‘Thou shall not bear false witness.’
What was read however by the Majority Leader, Hon Osei Kyei-Mensah-Bonsu, as Chairman of Special Budget Committee, was the finality of the Committee’s work, which both the Minority Leader and Speaker made their inputs on the floor.
Even that, the Majority Leader’s Ghc190million addition quoted had the following explanations. The President had promised to construct 275 Offices for all Members of Parliament at various Constituencies. This, the government was not fulfiled in the first year for various reasons.The Majority Leader, with the welfare and effectiveness of MPs at Constituency levels at heart, made the suggestion that government must include the construction of cost of 70 Constituency Offices plus a third of the 70 which ought to have have been constructed this year in budget for 2022. Therefore, if 100 is going to be Constructed to atone for the shortage last fiscal year, 2021, that would amount to a rough estimate of Ghc100 million.
Also, Parliament is expected to recruit research Officers for all 275 MPs to aid in their research work. They are also to recruit other junior staffs to assist in other parliamentary duties. Salaries of those to be recruited, together with laptops and other tools to be provided these auxiliary staffs are what added up to make Ghc190million that the Majority Leader requested the Finance Minister to add. It was clearly not for his, the Majority Leader’s, leisure.
It was at this point that the Minority Leader suggested they, Parliament, add Ghc26 million to make a total of Ghc726 million, leaving out the additional Ghc1billion. It is here that the Speaker, Bagbin, stated parliament would have to cutdown on expenditure. It was because his demands had been watered down.
The later was captured in the Hansard. The meeting between Leadership, the three quoted from each side, the speaker, the Finance Minister and his three deputies could not have been captured in any Hansard because it was held in Speaker’s Holding Office.
Ahmed states that the Majority Leader is dangerous for Ghana’s Parliament. Really??? Is he telling the truth or embarking on a crusade of group solidarity. By the fruits and untruthfulness of Bagbin Ghanaians know who the real danger to Parliament is. Just 3 days ago, after Parliament had passed 4 financial bills which required the assent of Bagbin before the President could assent to them, Bagbin was nowhere to be found. Yesterday, when he responded, he kept the President who was scheduled to travel to Ashanti waiting until 7.00pm. Ahmed must tell Ghanaians where Speaker Bagbin was yesterday, 30th December, 2021, that he kept the President waiting in his office from 4pm till 7pm. That ‘Jack-where-are-you’ attitude adopted by the current Speaker to frustrate the Executive and make things uncomfortable for the Executive is most disgusting, to say the least.
Ahmed, it is such untruthfulness that caused his wife to storm Parliament on the day the Millennium Excellence Group came to Parliament to present him an award, and administer hefty slaps on the Speaker and rendered him naked..a Double-Tongued person.
Ghanaians pay him to work. So he must “Preside over his ‘Empire’” with utmost neutrality. As simple as that.
It doesn’t matter the number of lies that fills your pocket, you cannot taint Osei Kyei-Mensah-Bonsu because he stands for the truth.
